Melbourne, which topped the 2026 index, is the 3/1 favourite to retain its crown, an implied 25% probability that reflects a considered market read rather than an emphatic call. 

Edinburgh sits next at 4/1, New York at 5/1, and London at 7/1, with Shanghai, Cape Town, Mexico City, Copenhagen and Sydney rounding out the field.

The ranking draws on feedback from more than 24,000 residents worldwide alongside insights from Time Out's editorial teams and expert network, aiming to produce a data-led view of the urban destinations that resonate most strongly with residents and culturally engaged audiences. 

2026's top ten placed Melbourne first, followed by Shanghai, Edinburgh, London, New York, Cape Town, Mexico City, Bangkok, Seoul and Tokyo, providing a useful baseline for reading how the 2027 market has been shaped.

Edinburgh's Climb Up the Board

Edinburgh at 4/1 is arguably the most interesting piece of pricing on the entire board. 

The Scottish capital finished third in the 2026 index, a strong result, but not one that would automatically translate into a 4/1 quote for the following year's top spot. 

That the bookies have priced Edinburgh so close to Melbourne suggests the market is reading momentum on the city that goes beyond its 2026 ranking alone.

Edinburgh's cultural programming, the Fringe, the International Festival, and the year-round arts calendar the city has continued to invest in, provides the type of consistent editorial hook that Time Out's methodology tends to reward.

Melbourne at 3/1 to retain is the classic defending champion price in a market where defending champions are historically rare. Edinburgh at 4/1 is the price I'd keep an eye on. Third last year, priced almost level with Melbourne this year. That's a market that's read the momentum on the city and taken it seriously.
